Reframing the Nation: Media Publics and Strategic Narratives

A two-day international workshop Nation states have always used the media to project strategic nationalnarratives on the world stage. But recent shifts in geopolitical anddiplomatic imperatives, especially the 'war on terror', and the changingdigital media ecology, have generated new kinds of public diplomacyinitiatives. For example, the BBC World Service, funded by the UKForeign and Commonwealth Office, has recently cut radio services inEastern Europe to make way for BBC Arabic and Persian TV channels, withaccompanying tri-platform online services (text, audio and video). Theseinitiatives place high value on interactive debate, citizen journalism,and user generated content. But does such interactivity reallycontribute to the BBC's declared aim of fostering a 'globalconversation', i.e. democratic debate in the Muslim world in particular?And is a coherent strategic narrative about British interests abroadprojected by these channels? Several English-language transnational television channels recentlylaunched, including Al Jazeera English, Press TV (Iran), CCTV9 (China),France 24, and Russia Today. They pose further questions about strategicnarratives and public diplomacy in the new media ecology. Diasporicgroups, increasingly connected via digital media, are being recognisedas exploitable for diplomacy purposes. States can mobilise citizens bothat home and abroad in diplomatic media initiatives via internet chatrooms and news discussion sites. How are we to research and evaluatechanging configurations of media 'audiences' or 'publics', and the usesof digital diasporas by states for diplomacy purposes? And what aboutthe ways in which diaspora actors use digital media to challengestrategic national narratives? The media are essentially storytelling machines. When politicalnarratives represent future-oriented identity claims, they typicallyinvoke the past in order to articulate distinctive national positions onevents, issues, policy domains, or a country's place in world politicalnarratives. As social lives and political events become more open tobeing digitally recorded, narrated, stored and transported inunpredictable ways, the potential for citizens to disrupt such strategicnarratives and public diplomacy efforts also grows. Can citizenjournalism and digital storytelling constitute an effective form ofresistance to strategic national narratives? At a moment when emerging state powers such as China, India, and the EUpose a challenge to US pre-eminence globally, there is a need forcomparative studies of how citizens as well as state, political, andmilitary actors are using media to reframe and/or contest nationalnarratives. This exploratory workshop addresses these dynamics through discussion ofstudies of how the 'strategic narratives' of nation-states and also oftransnational actors, like the EU, are projected and interpreteddomestically and internationally. It brings together scholars fromSociology, Media Studies, Political Communications and InternationalRelations to address these key questions: * How can we identify, analyse and assess the impact of strategicnarratives? * How are configurations of audiences and publics changing as aresult of migration and media technologies, and how do such changesaffect the meanings and practices of (mediated) citizenship? * How do strategic narratives translate (or not) across linguisticor cultural boundaries within and/or between nations? * How do state actors work with the media, the military, NGOs,corporations, and other institutions to project strategic narratives? * How do political leaders assimilate international events intoestablished national narratives and/or change the narratives? * How do media users respond to attempts to shift strategicnational narratives? * What difference do strategic narratives make to internationalalliances, military interventions, and the domestic legitimacy ofleaders? * What forms of knowledge and understandings of history are drawnupon in mobilising and/or challenging strategic narratives? * What methodological tools (from the Arts and Humanities and theSocial Sciences) can help us research and interpret the political,social and cultural significance of strategic national narratives? Two Wellcome Trust PhD studentships in Bioethics, Science, and Security
Two Wellcome Trust PhD studentships in Bioethics, Science, and Security In the context of the Wellcome Trust funded project ?Building a Sustainable Capacity in Dual-Use Bioethics? two PhD studentships are available from October 2009 for three years that cover the cost of UK/EU PhD tuition fees and an annual average maintenance grant of £19,600. Funds are also included for conference travel. The studentships are part of a major Wellcome Trust 5 year Enhancement Award to four universities in the UK and Australia. The holder of one of the studentships will work under the supervision of Dr. Brian Rappert in the Department of Sociology and Philosophy at the University of Exeter. The holder of the second studentship ? with a focus on the dual-use aspects of synthetic biology ? will work under the supervision of Dr. Alexander Kelle in the Department of European Studies and Modern Languages at the University of Bath. Both PhD students are expected to participate actively in the wider interdisciplinary and international activities of the Enhancement Award. The overall goal of the Enhancement Award is to stimulate bioethical discussion about the potential destructive applications of modern life science research; specifically in relation to adverting its use for the development of biological weapons. The studentship is open to range of approaches that consider how bioethical discussions can be furthered in life science communities in order to prevent the hostile application of their work. You will be expected to have a strong first degree (normally at least a 2:1 honours degree (or its equivalent)) and preferably have a Masters degree at distinction level or equivalent. Candidates from a wider range of academic backgrounds are encouraged to apply; this includes (but is not limited to) Sociology, Politics, International Relations, Security Studies, Philosophy, and Biology. For the first PhD studentship you should submit a formal application to the University of Exeter for the PhD in Sociology and Philosophy along with your research proposal and two academic references (see http://www.exeter.ac.uk/postgraduate/admissions/applying.shtml). The research proposal will form part of the basis for judging applications. An Irish Model for Peace? Conference, Dublin, 22-23 May
AN IRISH MODEL FOR PEACE?
The Political Studies Association of Ireland (PSAI) specialist group on Peace and Conflict is pleased to announce the programme for its forthcoming conference on ‘An Irish Model for Peace? International lessons, Interdisciplinary debates’.
The conference is to be held on Friday 22nd- Saturday 23rd May 2009 at the Irish School of Ecumenics, Trinity College Dublin.
The programme includes seven sessions of 3-4 papers covering the following topics: Debating conflict theory; Ending political violence; Post-conflict democracy; Reconciliation and civil society; Assessing the Irish model; Exporting the Irish model; Comparing the Irish model.
A central purpose of the conference is to strengthen relationships between researchers working on the Irish experience of peace and conflict and on comparative case studies.
Places are limited and will be given on a first come, first served basis.
Participation is restricted to members of the PSAI, but non-members can participate by joining the PSAI at the time of registration. There is no conference fee, only the charge for PSAI membership where necessary.

Η δομική ανεπάρκεια του ελληνικού πολιτικού συστήματος

Η ελληνική κοινή γνώμη εμφανίζεται, για μια ακόμη φορά, απογοητευμένη από την αποτυχία της πολιτικής της ηγεσίας να επιλύσει τα προβλήματα της χώρας. Ο ήρωας του χθες φαίνεται να διαψεύδει τις προσδοκίες. Πολλοί Ελληνες -εθισμένοι στις «προσωπικότητες»- διαβλέπουν ως μοναδική λύση την αντικατάσταση του ηγέτη. Τα πράγματα όμως δεν είναι τόσο απλά...
Κυρίαρχη θέση στον καθημερινό πολιτικό λόγο στην Ελλάδα κατέχει η ασημαντολογία: πρόκειται για ένα είδος διασκέδασης, χωρίς ίχνος ουσίας. Προξενεί αλγεινή εντύπωση το γεγονός ότι ενώ οι πάντες στηλιτεύουν τις αποτυχίες του τάδε ή του δείνα ηγέτη, κανείς, σχεδόν, δεν συζητεί για το τι σημαίνει χρηστή διακυβέρνηση. Αλλωστε, η επιτυχία ενός ηγέτη εξαρτάται από πολλούς παράγοντες: από την προσωπικότητα και την στοχοπροσήλωσή του, αλλά και από τις δομές και τις λειτουργίες της εξουσίας.
Η δομή της εκτελεστικής εξουσίας στην Ελλάδα αποτελεί ένα ιδιαίτερο μείγμα του αμερικανικού, του βρετανικού και του γαλλικού μοντέλου, με τη διαφορά ότι αποφεύγεται προσεκτικά η υιοθέτηση οποιουδήποτε πλεονεκτήματος και από τα τρία. Σύμφωνα με τις διατάξεις του Συντάγματος, ο Ελληνας πρωθυπουργός δεν είναι τίποτε λιγότερο από έναν εκλεγμένο δικτάτορα. Μπορεί να απολύει και να προσλαμβάνει κατά βούληση, να επιλέγει όποιους θέλει, να θεσπίζει επιτροπές και διαδικασίες, να δημιουργεί και να καταργεί υπουργεία. Επιπλέον, ο ρόλος του στο Κυβερνητικό Συμβούλιο (ΚΥΣΥΜ) και στην Κυβερνητική Επιτροπή (ΚΥΕΠ) εξαρτάται de facto από τις εκάστοτε διαθέσεις του.
Ουσιαστικά, όμως, η θέση του πρωθυπουργού αποδυναμώνεται από σημαντικές αντιφάσεις. Η συνταγματική του παντοδυναμία υπονομεύεται από τις ελλείψεις σε ανθρώπινο δυναμικό και τις αδυναμίες των εποπτικών και ελεγκτικών μηχανισμών που έχει στη διάθεσή του. Το πρωθυπουργικό γραφείο της Ιρλανδίας, μιας χώρας με παρόμοιο πολιτικό σύστημα, αλλά με πληθυσμό υποπολλαπλάσιο εκείνου της Ελλάδας, έχει τριπλάσιο αριθμό υπαλλήλων από όσους το Μέγαρο Μαξίμου.
Οι πρωθυπουργοί στην Ελλάδα ηγούνται ενός γιγαντιαίου κρατικού μηχανισμού, ο οποίος όμως βρίσκεται επί της ουσίας υπό τον πλήρη έλεγχο των υπουργών. Τα υπουργεία συνιστούν τα πιο άρτια προστατευμένα νησιά της ελληνικής επικράτειας. Η οριζόντια συνεργασία μεταξύ τους θεωρείται επικίνδυνη και οποιεσδήποτε κινήσεις προς αυτήν την κατεύθυνση ματαιώνονται. Θεσμικά, δεν υφίσταται κανένας μηχανισμός για την εποπτεία των υπουργείων, παρά τις όποιες προθέσεις των πρωθυπουργών. Στα δε υπουργεία, αν εξαιρέσει κανείς τα κορυφαία, η κατάσταση που επικρατεί είναι χαώδης. Το αποτέλεσμα είναι η αδυναμία εφαρμογής των κυβερνητικών προγραμμάτων. Οι ίδιοι οι υπουργοί προσωπικά δεν έχουν τον έλεγχο του τι συμβαίνει στα υπουργεία τους και εμφανίζονται ελαστικοί απέναντι στη διαφθορά. Πολύ συχνά βρίσκει κανείς στα νομοσχέδια συγκεκαλυμμένες προσωπικές εκδουλεύσεις ή τροπολογίες της τελευταίας στιγμής για τον ίδιο λόγο.
Αναμφίβολα, πολλές ελληνικές κυβερνήσεις έχουν να επιδείξουν αξιόλογες επιτυχίες, για τις οποίες μπορούν να είναι περήφανες. Ιδιάζουσες περιπτώσεις αποφασισμένων και εργασιομανών πρωθυπουργών, υπουργών και συμβούλων, κατάφεραν να ξεπεράσουν τα συστημικά εμπόδια που βρήκαν στον δρόμο τους. Αποτελεσματικοί πρωθυπουργοί ήταν εκείνοι που βρίσκονταν σε συνεχή επικοινωνία με τα υπουργεία τους και έθεταν υψηλές απαιτήσεις. Ενας εθνικός στόχος ή μια κεντρική πολιτική επιλογή έχουν σημαντικές πιθανότητες επιτυχίας όταν γίνονται απόλυτη προτεραιότητα. Οπως έλεγε και ο Κωνσταντίνος Καραμανλής, μια ισχυρή προσωπικότητα σε ένα υπουργείο μπορεί να κάνει τη διαφορά.
Το πρόβλημα της διακυβέρνησης στην Ελλάδα όμως είναι πιο βαθύ. Το σύστημα επαφίεται κυρίως στο φιλότιμο των προσώπων και πολύ λιγότερο στην αποτελεσματικότητα των θεσμών. Δεν υπάρχει μηχανισμός θεσμικής μνήμης για την ομαλή μετάβαση από τη μία κυβέρνηση στην επόμενη. Πιο συγκεκριμένα, διακρίνει κανείς δύο αδύνατα σημεία:
Πρώτον, ο πρωθυπουργός έχει περιορισμένη βοήθεια από εξειδικευμένο προσωπικό. Σε μια κουλτούρα που δίνει έμφαση στην προσωπική εμπιστοσύνη και αφοσίωση, οι πρωθυπουργοί προτιμούν συνήθως να περιστοιχίζονται από κλειστές ομάδες «ημετέρων». Η πρακτική αυτή αγνοεί τους βασικούς κανόνες της κατανομής αρμοδιοτήτων και του μάνατζμεντ για χάρη των προσωπικών σχέσεων.
Σε ένα τέτοιο περιβάλλον, η δυνατότητα αξιολόγησης των κυβερνητικών πρωτοβουλιών είναι σχεδόν μηδαμινή. Ως εκ τούτου, συνεχίζει να υπερισχύει η άποψη ότι η δουλειά της κυβέρνησης σταματά με την ψήφιση των νόμων. Ανύπαρκτη είναι και η δυνατότητα να διερευνηθούν οι στρατηγικές ανάγκες της χώρας με μεσοπρόθεσμο και μακροπρόθεσμο ορίζοντα, εκτός αν συστηθεί σχετική ad hoc επιτροπή σε κάποιον τομέα. Ακόμη και όταν υπάρχουν τέτοιες επιτροπές, όμως, δεν υπάρχουν θεσμικά κανάλια για την αξιολόγηση των ευρημάτων τους.
Δεύτερον, ο μηχανισμός διυπουργικής συνεργασίας παραμένει υπανάπτυκτος. Επιτροπές και υποεπιτροπές υφίστανται μόνο στα χαρτιά. Μέχρι και τη δεκαετία του 1990, δεν κρατούνταν πρακτικά από τις συνεδριάσεις των υπουργικών συμβουλίων και των διυπουργικών επιτροπών, ενώ ακόμη και σήμερα τα πρακτικά δεν μοιράζονται στους υπουργούς και τα επιτελεία τους. Εν ολίγοις, οι απαραίτητες πληροφορίες δεν ρέουν, ως όφειλαν, με κάποιο συντεταγμένο τρόπο. Οι ολιγομελείς ομάδες που πλαισιώνουν τους πρωθυπουργούς προσπαθούν να τους κρατούν ενήμερους για τα ζητήματα άμεσης προτεραιότητας και είναι αλήθεια ότι ένας δυναμικός ηγέτης μπορεί να ασκήσει έλεγχο στη κυβέρνηση. Στην καλύτερη περίπτωση, όμως, η εποπτεία αυτή παραμένει υποτυπώδης, γεγονός που μειώνει την ικανότητα να ελέγχεται η υλοποίηση γενικότερων στόχων, η συνέπεια των πρωτοβουλιών και η πρόοδος της εφαρμογής τους.
Εν κατακλείδι, οι Ελληνες πρωθυπουργοί είναι δικτάτορες με δεμένα χέρια. Τα μέσα που διαθέτουν είναι περιορισμένα. Το μόνο που μας μένει είναι η προσωπικότητα, άλλοτε δυναμική και άλλοτε όχι. Ακόμη και όσοι θα ήταν εν δυνάμει άριστοι πρωθυπουργοί, υπονομεύονται από το κακοσχεδιασμένο σύστημα. Οπότε, η συζήτηση περί ηγεσίας και ηγετικών ικανοτήτων είναι στην καλύτερη περίπτωση επιφανειακή, από τη στιγμή που δεν ακουμπά το μείζον ζήτημα των μηχανισμών άσκησης εξουσίας. Η απογοήτευση λοιπόν για τα πεπραγμένα των κυβερνήσεων οφείλεται στην ανεπάρκεια των μέσων που έχουν στη διάθεσή τους.

Η ελληνική κοινή γνώμη εμφανίζεται, για μια ακόμη φορά, απογοητευμένη από την αποτυχία της πολιτικής της ηγεσίας να επιλύσει τα προβλήματα της χώρας. Ο ήρωας του χθες φαίνεται να διαψεύδει τις προσδοκίες. Πολλοί Ελληνες -εθισμένοι στις «προσωπικότητες»- διαβλέπουν ως μοναδική λύση την αντικατάσταση του ηγέτη. Τα πράγματα όμως δεν είναι τόσο απλά...
Κυρίαρχη θέση στον καθημερινό πολιτικό λόγο στην Ελλάδα κατέχει η ασημαντολογία: πρόκειται για ένα είδος διασκέδασης, χωρίς ίχνος ουσίας. Προξενεί αλγεινή εντύπωση το γεγονός ότι ενώ οι πάντες στηλιτεύουν τις αποτυχίες του τάδε ή του δείνα ηγέτη, κανείς, σχεδόν, δεν συζητεί για το τι σημαίνει χρηστή διακυβέρνηση. Αλλωστε, η επιτυχία ενός ηγέτη εξαρτάται από πολλούς παράγοντες: από την προσωπικότητα και την στοχοπροσήλωσή του, αλλά και από τις δομές και τις λειτουργίες της εξουσίας.
Η δομή της εκτελεστικής εξουσίας στην Ελλάδα αποτελεί ένα ιδιαίτερο μείγμα του αμερικανικού, του βρετανικού και του γαλλικού μοντέλου, με τη διαφορά ότι αποφεύγεται προσεκτικά η υιοθέτηση οποιουδήποτε πλεονεκτήματος και από τα τρία. Σύμφωνα με τις διατάξεις του Συντάγματος, ο Ελληνας πρωθυπουργός δεν είναι τίποτε λιγότερο από έναν εκλεγμένο δικτάτορα. Μπορεί να απολύει και να προσλαμβάνει κατά βούληση, να επιλέγει όποιους θέλει, να θεσπίζει επιτροπές και διαδικασίες, να δημιουργεί και να καταργεί υπουργεία. Επιπλέον, ο ρόλος του στο Κυβερνητικό Συμβούλιο (ΚΥΣΥΜ) και στην Κυβερνητική Επιτροπή (ΚΥΕΠ) εξαρτάται de facto από τις εκάστοτε διαθέσεις του.
Ουσιαστικά, όμως, η θέση του πρωθυπουργού αποδυναμώνεται από σημαντικές αντιφάσεις. Η συνταγματική του παντοδυναμία υπονομεύεται από τις ελλείψεις σε ανθρώπινο δυναμικό και τις αδυναμίες των εποπτικών και ελεγκτικών μηχανισμών που έχει στη διάθεσή του. Το πρωθυπουργικό γραφείο της Ιρλανδίας, μιας χώρας με παρόμοιο πολιτικό σύστημα, αλλά με πληθυσμό υποπολλαπλάσιο εκείνου της Ελλάδας, έχει τριπλάσιο αριθμό υπαλλήλων από όσους το Μέγαρο Μαξίμου.
Οι πρωθυπουργοί στην Ελλάδα ηγούνται ενός γιγαντιαίου κρατικού μηχανισμού, ο οποίος όμως βρίσκεται επί της ουσίας υπό τον πλήρη έλεγχο των υπουργών. Τα υπουργεία συνιστούν τα πιο άρτια προστατευμένα νησιά της ελληνικής επικράτειας. Η οριζόντια συνεργασία μεταξύ τους θεωρείται επικίνδυνη και οποιεσδήποτε κινήσεις προς αυτήν την κατεύθυνση ματαιώνονται. Θεσμικά, δεν υφίσταται κανένας μηχανισμός για την εποπτεία των υπουργείων, παρά τις όποιες προθέσεις των πρωθυπουργών. Στα δε υπουργεία, αν εξαιρέσει κανείς τα κορυφαία, η κατάσταση που επικρατεί είναι χαώδης. Το αποτέλεσμα είναι η αδυναμία εφαρμογής των κυβερνητικών προγραμμάτων. Οι ίδιοι οι υπουργοί προσωπικά δεν έχουν τον έλεγχο του τι συμβαίνει στα υπουργεία τους και εμφανίζονται ελαστικοί απέναντι στη διαφθορά. Πολύ συχνά βρίσκει κανείς στα νομοσχέδια συγκεκαλυμμένες προσωπικές εκδουλεύσεις ή τροπολογίες της τελευταίας στιγμής για τον ίδιο λόγο.
Αναμφίβολα, πολλές ελληνικές κυβερνήσεις έχουν να επιδείξουν αξιόλογες επιτυχίες, για τις οποίες μπορούν να είναι περήφανες. Ιδιάζουσες περιπτώσεις αποφασισμένων και εργασιομανών πρωθυπουργών, υπουργών και συμβούλων, κατάφεραν να ξεπεράσουν τα συστημικά εμπόδια που βρήκαν στον δρόμο τους. Αποτελεσματικοί πρωθυπουργοί ήταν εκείνοι που βρίσκονταν σε συνεχή επικοινωνία με τα υπουργεία τους και έθεταν υψηλές απαιτήσεις.
