Η δομική ανεπάρκεια του ελληνικού πολιτικού συστήματος

Η ελληνική κοινή γνώμη εμφανίζεται, για μια ακόμη φορά, απογοητευμένη από την αποτυχία της πολιτικής της ηγεσίας να επιλύσει τα προβλήματα της χώρας. Ο ήρωας του χθες φαίνεται να διαψεύδει τις προσδοκίες. Πολλοί Ελληνες -εθισμένοι στις «προσωπικότητες»- διαβλέπουν ως μοναδική λύση την αντικατάσταση του ηγέτη. Τα πράγματα όμως δεν είναι τόσο απλά...
Κυρίαρχη θέση στον καθημερινό πολιτικό λόγο στην Ελλάδα κατέχει η ασημαντολογία: πρόκειται για ένα είδος διασκέδασης, χωρίς ίχνος ουσίας. Προξενεί αλγεινή εντύπωση το γεγονός ότι ενώ οι πάντες στηλιτεύουν τις αποτυχίες του τάδε ή του δείνα ηγέτη, κανείς, σχεδόν, δεν συζητεί για το τι σημαίνει χρηστή διακυβέρνηση. Αλλωστε, η επιτυχία ενός ηγέτη εξαρτάται από πολλούς παράγοντες: από την προσωπικότητα και την στοχοπροσήλωσή του, αλλά και από τις δομές και τις λειτουργίες της εξουσίας.
Η δομή της εκτελεστικής εξουσίας στην Ελλάδα αποτελεί ένα ιδιαίτερο μείγμα του αμερικανικού, του βρετανικού και του γαλλικού μοντέλου, με τη διαφορά ότι αποφεύγεται προσεκτικά η υιοθέτηση οποιουδήποτε πλεονεκτήματος και από τα τρία. Σύμφωνα με τις διατάξεις του Συντάγματος, ο Ελληνας πρωθυπουργός δεν είναι τίποτε λιγότερο από έναν εκλεγμένο δικτάτορα. Μπορεί να απολύει και να προσλαμβάνει κατά βούληση, να επιλέγει όποιους θέλει, να θεσπίζει επιτροπές και διαδικασίες, να δημιουργεί και να καταργεί υπουργεία. Επιπλέον, ο ρόλος του στο Κυβερνητικό Συμβούλιο (ΚΥΣΥΜ) και στην Κυβερνητική Επιτροπή (ΚΥΕΠ) εξαρτάται de facto από τις εκάστοτε διαθέσεις του.
Ουσιαστικά, όμως, η θέση του πρωθυπουργού αποδυναμώνεται από σημαντικές αντιφάσεις. Η συνταγματική του παντοδυναμία υπονομεύεται από τις ελλείψεις σε ανθρώπινο δυναμικό και τις αδυναμίες των εποπτικών και ελεγκτικών μηχανισμών που έχει στη διάθεσή του. Το πρωθυπουργικό γραφείο της Ιρλανδίας, μιας χώρας με παρόμοιο πολιτικό σύστημα, αλλά με πληθυσμό υποπολλαπλάσιο εκείνου της Ελλάδας, έχει τριπλάσιο αριθμό υπαλλήλων από όσους το Μέγαρο Μαξίμου.
Οι πρωθυπουργοί στην Ελλάδα ηγούνται ενός γιγαντιαίου κρατικού μηχανισμού, ο οποίος όμως βρίσκεται επί της ουσίας υπό τον πλήρη έλεγχο των υπουργών. Τα υπουργεία συνιστούν τα πιο άρτια προστατευμένα νησιά της ελληνικής επικράτειας. Η οριζόντια συνεργασία μεταξύ τους θεωρείται επικίνδυνη και οποιεσδήποτε κινήσεις προς αυτήν την κατεύθυνση ματαιώνονται. Θεσμικά, δεν υφίσταται κανένας μηχανισμός για την εποπτεία των υπουργείων, παρά τις όποιες προθέσεις των πρωθυπουργών. Στα δε υπουργεία, αν εξαιρέσει κανείς τα κορυφαία, η κατάσταση που επικρατεί είναι χαώδης. Το αποτέλεσμα είναι η αδυναμία εφαρμογής των κυβερνητικών προγραμμάτων. Οι ίδιοι οι υπουργοί προσωπικά δεν έχουν τον έλεγχο του τι συμβαίνει στα υπουργεία τους και εμφανίζονται ελαστικοί απέναντι στη διαφθορά. Πολύ συχνά βρίσκει κανείς στα νομοσχέδια συγκεκαλυμμένες προσωπικές εκδουλεύσεις ή τροπολογίες της τελευταίας στιγμής για τον ίδιο λόγο.
Αναμφίβολα, πολλές ελληνικές κυβερνήσεις έχουν να επιδείξουν αξιόλογες επιτυχίες, για τις οποίες μπορούν να είναι περήφανες. Ιδιάζουσες περιπτώσεις αποφασισμένων και εργασιομανών πρωθυπουργών, υπουργών και συμβούλων, κατάφεραν να ξεπεράσουν τα συστημικά εμπόδια που βρήκαν στον δρόμο τους. Αποτελεσματικοί πρωθυπουργοί ήταν εκείνοι που βρίσκονταν σε συνεχή επικοινωνία με τα υπουργεία τους και έθεταν υψηλές απαιτήσεις. Ενας εθνικός στόχος ή μια κεντρική πολιτική επιλογή έχουν σημαντικές πιθανότητες επιτυχίας όταν γίνονται απόλυτη προτεραιότητα. Οπως έλεγε και ο Κωνσταντίνος Καραμανλής, μια ισχυρή προσωπικότητα σε ένα υπουργείο μπορεί να κάνει τη διαφορά.
Το πρόβλημα της διακυβέρνησης στην Ελλάδα όμως είναι πιο βαθύ. Το σύστημα επαφίεται κυρίως στο φιλότιμο των προσώπων και πολύ λιγότερο στην αποτελεσματικότητα των θεσμών. Δεν υπάρχει μηχανισμός θεσμικής μνήμης για την ομαλή μετάβαση από τη μία κυβέρνηση στην επόμενη. Πιο συγκεκριμένα, διακρίνει κανείς δύο αδύνατα σημεία:
Πρώτον, ο πρωθυπουργός έχει περιορισμένη βοήθεια από εξειδικευμένο προσωπικό. Σε μια κουλτούρα που δίνει έμφαση στην προσωπική εμπιστοσύνη και αφοσίωση, οι πρωθυπουργοί προτιμούν συνήθως να περιστοιχίζονται από κλειστές ομάδες «ημετέρων». Η πρακτική αυτή αγνοεί τους βασικούς κανόνες της κατανομής αρμοδιοτήτων και του μάνατζμεντ για χάρη των προσωπικών σχέσεων.
Σε ένα τέτοιο περιβάλλον, η δυνατότητα αξιολόγησης των κυβερνητικών πρωτοβουλιών είναι σχεδόν μηδαμινή. Ως εκ τούτου, συνεχίζει να υπερισχύει η άποψη ότι η δουλειά της κυβέρνησης σταματά με την ψήφιση των νόμων. Ανύπαρκτη είναι και η δυνατότητα να διερευνηθούν οι στρατηγικές ανάγκες της χώρας με μεσοπρόθεσμο και μακροπρόθεσμο ορίζοντα, εκτός αν συστηθεί σχετική ad hoc επιτροπή σε κάποιον τομέα. Ακόμη και όταν υπάρχουν τέτοιες επιτροπές, όμως, δεν υπάρχουν θεσμικά κανάλια για την αξιολόγηση των ευρημάτων τους.
Δεύτερον, ο μηχανισμός διυπουργικής συνεργασίας παραμένει υπανάπτυκτος. Επιτροπές και υποεπιτροπές υφίστανται μόνο στα χαρτιά. Μέχρι και τη δεκαετία του 1990, δεν κρατούνταν πρακτικά από τις συνεδριάσεις των υπουργικών συμβουλίων και των διυπουργικών επιτροπών, ενώ ακόμη και σήμερα τα πρακτικά δεν μοιράζονται στους υπουργούς και τα επιτελεία τους. Εν ολίγοις, οι απαραίτητες πληροφορίες δεν ρέουν, ως όφειλαν, με κάποιο συντεταγμένο τρόπο. Οι ολιγομελείς ομάδες που πλαισιώνουν τους πρωθυπουργούς προσπαθούν να τους κρατούν ενήμερους για τα ζητήματα άμεσης προτεραιότητας και είναι αλήθεια ότι ένας δυναμικός ηγέτης μπορεί να ασκήσει έλεγχο στη κυβέρνηση. Στην καλύτερη περίπτωση, όμως, η εποπτεία αυτή παραμένει υποτυπώδης, γεγονός που μειώνει την ικανότητα να ελέγχεται η υλοποίηση γενικότερων στόχων, η συνέπεια των πρωτοβουλιών και η πρόοδος της εφαρμογής τους.
Εν κατακλείδι, οι Ελληνες πρωθυπουργοί είναι δικτάτορες με δεμένα χέρια. Τα μέσα που διαθέτουν είναι περιορισμένα. Το μόνο που μας μένει είναι η προσωπικότητα, άλλοτε δυναμική και άλλοτε όχι. Ακόμη και όσοι θα ήταν εν δυνάμει άριστοι πρωθυπουργοί, υπονομεύονται από το κακοσχεδιασμένο σύστημα. Οπότε, η συζήτηση περί ηγεσίας και ηγετικών ικανοτήτων είναι στην καλύτερη περίπτωση επιφανειακή, από τη στιγμή που δεν ακουμπά το μείζον ζήτημα των μηχανισμών άσκησης εξουσίας. Η απογοήτευση λοιπόν για τα πεπραγμένα των κυβερνήσεων οφείλεται στην ανεπάρκεια των μέσων που έχουν στη διάθεσή τους.

THE FINANCIAL CRISIS: RESPONSES AND IMPLICATIONS IN EUROPE
Europe is experiencing its most serious financial crisis since the Great Depression. The response of the EU and member states to this crisis has been paradoxical. The crisis has discredited the 'Anglo-American' model of finance-led capitalism and gravely weakened the American imperium. Yet, the countries of Europe have been unable either individually or collectively to devise a concerted regional solution to the crisis. The result has been rising unemployment, the intensification of intra-regional disparities and signs of inter-state rivalries, and it is likely to result in growing poverty. Notwithstanding the deployment of massive resources to failing banks, the EU and member states continue to pursue the main planks of the neoliberal agenda, including labour market reforms, privatisation and financialisation. This session seeks to address the prospects for a European alternative to U.S.-led neoliberalism. Addressing the theme of this conference, we aim to consider to what extent does the current crisis unite or divide Europe and prospective allies in the world order, and what are its implications for the European project of integration. We invite papers which consider at least one of the following:
* The limits and contradictions of the mode of development currently in crisis, which may enable us to understand the current conjuncture.
* The problem of translating intellectual criticism into policy prescription or alternative strategies.
* The political consequences of the crisis, its implications for political strategies pursued in relation to the 'European Model' as well as to the regulatory frameworks on national and sub-national levels.
* The issue of contemporary social and political mobilisation and attendant effects on the 'limits of the possible'.

Aleksanteri Institute's Visiting Fellowhips 2009-2010

Twice a year, Cedefop ( European Centre for the Development of Vocational Training), http://www.cedefop.europa.eu/ offers five-month periods of in-service training for young university graduates or public sector employees from the Member States of the European Union and a number of nationals of non-member countries. These training periods involve work experience in one of the departments of Cedefop. They start on 1 March and 1 September each year.
Trainees may spend part of the period preparing a postgraduate thesis or an academic paper.
Admission to in-service training does not confer on trainees the status of officials or other servants of the Communities. Nor does it entitle them to appointment by Cedefop or any other EU institution or body. Trainees may not be awarded any contract of employment with the institution or body in which they completed their in-service training for one year after its termination.
Trainees are selected from among nationals of the Member States of the European Communities.
In-service training at Cedefop is open to candidates:
who have completed by the closing date for applications a course of university education and obtained a full degree or its equivalent (for minimum national education requirements, or
are public sector employees, provided they have a university degree or equivalent diploma or have been engaged in advisory duties for at least three years.
A training grant may be awarded to the trainee. The number of grants depends on the availability of funds in the budget. The grant is currently EUR 800 per month. Travelling expenses (within certain limits) are also reimbursed.
